Lazio Presents €480m Flaminio Stadium Redevelopment Plan Targeting 2032 Completion.

SS Lazio has unveiled plans to redevelop the historic Stadio Flaminio into a modern 50,000-seat stadium, with completion targeted for 2031–32 and potential inclusion as a venue for UEFA Euro 2032.


The project, presented at the club’s Formello training centre, would transform the stadium originally designed by engineer Pier Luigi Nervi for the 1960 Rome Olympics into Lazio’s new home ground under a long-term surface rights structure.


Dual-Layer Architectural Concept Lazio


The redevelopment plan, led by architect Marco Casamonti of Archea Associati, proposes constructing a second, suspended ring above the existing structure without altering the original Nervi framework.


Under the proposal:

• The original stadium structure (approx. 20,000 seats) would be preserved and restored

• A new upper tier would add approximately 30,000 seats

• Total capacity would reach around 50,000


The approach aims to maintain the architectural integrity of the reinforced concrete structure while protecting it from further weather-related deterioration through the addition of a new roof system.

€480m Investment Including Urban Regeneration


The total projected investment is estimated at €480 million, with approximately €150 million allocated to broader urban redevelopment in the surrounding Flaminio district. According to club president Claudio Lotito, the project is positioned not only as a stadium investment but as a city-wide regeneration initiative, including expanded green spaces, pedestrian areas and improved public access.


Regulatory and Archaeological Hurdles


The project faces several regulatory and structural challenges before construction can begin.


Key obstacles include:

• Approval from Italy’s cultural heritage authority (Soprintendenza), given the stadium’s architectural protection status

• Potential archaeological excavations, as the site is located in an area rich in Roman and Etruscan remains

• Urban mobility concerns, including parking limitations and traffic management in central Rome


The club has proposed a transport model prioritising public transit and remote parking with shuttle access. Plans also reference a future metro stop near Piazza Apollodoro, though timelines remain uncertain.


Timeline and Euro 2032 Ambition


Lazio aims to complete all administrative approvals by the first half of 2027, allowing construction to begin shortly thereafter. The club targets completion by early 2031. The timing could theoretically position the new Flaminio as a candidate venue for UEFA Euro 2032, co-hosted by Italy and Turkey. However, the window for official stadium submissions is tight, making Euro 2032 inclusion uncertain.
